
PSI's
staff and associates who operate overseas largely have military
special operations, intelligence, police, or other security
backgrounds, and often have foreign language capabilities.
They are widely experienced in developing realistic but workable
training and support plans for security managers and organizations
ranging from indigenous paramilitary police and military forces,
to guard forces for critical US and friendly government facilities,
to VIP and critical asset protection teams made up of US,
expatriate, and local personnel. They have operated
in environments where significant constraints on the use of
deadly force apply, and have the maturity and professionalism
to work effectively with local authorities and other security
resources in all threat conditions. They are highly
skilled in quickly assessing mission requirements against
postulated criminal, terrorist, or other potentially destabilizing
threats, determining needed capabilities, factoring
in any available technological "force multipliers",
and presenting a client with workable security operations
solutions, backed up by contingency plans for rapid reinforcement
and/or evacuation.

PSI was awarded one of several contracts in
the US State Department’s Africa Peacekeeping Program
(AFRICAP) to provide training, advisory services, equipment
procurement, logistical support, and construction services
to nations struggling to achieve and retain political stability,
economic viability, and the rule of law. PSI
leads a team skilled in supporting military training, construction,
and logistical operations in highly challenging and demanding
circumstances, including US and UN funded predecessor operations
to those considered for this contract. Capabilities being
brought to this contract include military staff and NCO-level
training, long-haul (strategic) and short-haul (tactical)
airlift, point of entry offload support, warehousing, mancamp
construction, and provisioning for brigade-size peacekeeping
forces.

PSI was selected as one of the Department
of Defense’s Theater Wide Internal Security Services
(TWISS) contractors to provide force protection to restaging
and redeploying US and coalition forces, and was called upon
almost immediately to establish an operational capability
at an FOB. PSI
is meeting this challenge and at the same time is developing
a proposal for subsequent task orders. Through an established
on the ground affiliate, PSI has the capability to develop
multiple parallel strategies. This affiliate has provided
services in security, construction management, and other logistical
operations, and has developed a strong network of contacts
and supporting vendors,

A core competency of operations
in Iraq is providing secure logistics support to Government
and commercial entities. This support often includes provision
of personnel security teams. These personnel are trained in
“high profile” as well as indigenous operations.
Work in this environment has enabled our “in- country
personnel” to establish an extensive networking capability
in and around the Baghdad region. This capability is actively
exploited by our technical security specialists in mitigating
threats against our local national personnel and our operations.

PSI provided security program management and
local guard force oversight through a sub-contract with the
Department of State to support the Antiterrorism Assistance
Branch’s training operation for President Karzi’s
protection personnel. This effort required a rapid initiation,
which begun with a two-person advance party followed by a
relief in place with permanent party personnel. Project initiation
required development of a unique security program for the
training compound including translating policies and procedures
into Dari, implementing a badge identification system, and
an expatriate emergency evacuation plan, all of which supported
the main requirement, the molding and training of an elite
guard force drawn from the ranks of the National Army.
The security program and guard
force training activities were closely coordinated with the
State Department training staff and with the adjoining U.S.
Army Special Forces forward operating base (FOB). This 24/7
operation was set in one of the most challenging environments
that civilian security professionals could face and require
adaptation and improvisation in virtually every aspect of
this operation. This unique security challenge was met with
the courage, skills, and professional demeanor necessary to
provide the quality of service expected by our clients.

PSI provided the "Adversary
Perspective" as part of a US interagency team working
a lengthy project to assist Kazakhstan in the recovery of
spent nuclear fuel from a water storage facility on the Caspian
Sea. The project also included moving the material to a new
underground storage area on the opposite end of the country.
PSI's support included
development and presentation both in the US and Kazakhstan
of several attack scenarios for each of postulated threats.
The effort resulted in reduction of the locations to one,
with significant increases in the proposed security for both
the storage site and for the rail movement of the material.

PSI carried out a mission for the State Department's
Anti Terrorism Assistance program similar to that in Afghanistan
for two years until sufficient stability was achieved at the
Program location. PSI's critical involvement included hands-on
establishment of security positions, and development of key
security post instructions and procedures. PSI also conducted
training for Colombian national police personnel on skills
needed to operate a physical security program at the camp.

PSI vulnerability assessment subject matter experts conducted
training for airport and airline security officers in Egypt
in both airport security and security inspections of aircraft
before flight. As part of the proposed training package to
the Egyptian Civil Aviation Administration (ECAA), PSI's international
operations mobile training team carried out a "learn
by doing" brief security survey with trainees at an international
airport. At the conclusion of training, PSI provided the ECAA
visuals and videos of training and surveys conducted, thereby
assuring them of a continued education process. PSI conducted
a similar effort for a private security company in the Dominican
Republic's two international airports where PSI coordinated
the project with the military and police elements providing
airport security, and then completed an assessment of security
requirements at both airports.

PSI carried out detailed internal “situational security
assessments” on a number of occasions for the Department
of Energy that addressed potential threats to the intra-country
movement of spent nuclear fuel from instable countries to
the United States. PSI also operated a contract provided analytical
support to the State Department's Overseas Security Advisory
Council. In this contract, PSI staff developed a worldwide
executive protection program and contingency evacuation plans
for a US-based multinational firm's overseas operations. Additionally,
PSI developed security plans for an oil exploration company's
operations in Peru. .
