Vice President of Special Projects and International Operations

Manages and participates in all ongoing international support operations and international business development activities. Manages and participates in contracts and business development related to military joint task force missions, special operations, force protection, and homeland security. Provides senior security specialist support to the Department of Energy’s Office of Environmental Management (EM) which involves support for field office annual security reviews; “credible adversary perspective” review of site vulnerability assessments and response plans in preparation for inspections/surveys; development and conduct of corrective actions training; and direction of training and employment of an adversary team for performance-oriented validation of site security plans and capabilities. Also supports EM and the Nuclear Nonproliferation and Security Agency (NNSA) within DOE in the adversary role in planning for spent fuel movement in the Former Soviet Union (FSU) and other areas of political instability in Africa and Asia .

Security Assistance and Special Operations (SASO), 1989 to 2002

President

Supervised and participated in SASO’s support contracts with several DOE entities---Office of Environmental Management, Office of Defense Programs, NNSA, and several field offices. Developed and supervised execution of security and emergency management policy development and training, supported field site surveys, protective force training operations, and performance testing, conducted “adversary perspective” tabletop exercises, and trained and directed adversary teams in “live” force-on-force exercises and performance tests. Outside DOE, supervised a contract providing special project support to the State Department’s Overseas Security Advisory Council. Led two major FAA support contract operations involving vulnerability assessments and evaluations of “whistleblower” act and screening operations at 15 major airports nationwide. Developed, supervised and participated in training for Egyptian airport and airline security officers, and led three international airport surveys there; developed and supervised staff making surveys at the Dominican Republic ’s two international airports. For the Department of Commerce, led the security/emergency preparedness portion of a project to plan for relocation/consolidation of its servers nationwide. For Burns International Security Services, provided training program evaluation, proposal, and incident investigation support and organized and led a major Burns-SASO support operation for Deutsche Bank’s North American credit company, which required near-simultaneous team operations at 13 sites throughout the US and Canada. Carried out review of international executive protection and emergency plans for Estee Lauder, Inc., conducted southern Africa risk assessment and training for executives for Phelps Dodge, Inc., conducted “adversary perspective” review of security plans for oil drilling operation in Peru and a proposed VIP retreat in the Bahamas, and developed a Western special forces-oriented training program for the then-new Republic of Croatia’s Special Forces Brigade. Planned and directed field testing for British-manufactured special operations radio, coordinating with US special operations officials in the US and overseas; carried out similar market needs assessment/marketing advice/testing operations for 3 other firms. For the Defense Advanced Research Programs Agency (DARPA) and the Office of the Assistant Secretary of Defense for Special Operations/Low Intensity Conflict (OASD SO/LIC), directed a major study to match technologies with special operations and low intensity conflict mission types, to prioritize SOF-oriented technology development and investment.

US Defense Intelligence Agency, Washington, DC, 1987 to 1989

Instability/Insurgency Branch Chief (GS-15)

Recruited from outside the agency to provide doctrine, mission definition and scope, and organization and funding for new branch, then recruit within DIA for personnel and build the organization. Responsibile for analytical support and developing operational countermeasures against narcotics trafficking, insurgency, and terrorism. Provided direct operations and planning support for US commanders and friendly powers’ security services throughout the world, including a fulltime support team at US Special Operations Command, intelligence support for US planners involved in the Seoul Olympics, and direct support for “democratic resistance” movements and counterinsurgencies supported by the United States . Selected to head a DIA-Coast Guard team that developed the Coast Guard’s first five-year Intelligence Program Plan, and another team to develop a cross-DIA capabilities-and-staff enhancement plan and justification for meeting the redefined counternarcotics mission.

ERC International (previously International Energy Associates), Fairfax, VA 1984 to 1987

Manager, Special Operations Division, Security Services Group

Directed programs involving critical facility threat and penetration assessment; military special operations; anti/counterterror contingency planning; and crisis management. For the DOE Strategic Petroleum Reserve, developed and conducted the most comprehensive incident management and security operations training/exercise program ever conducted outside the military and performed comprehensive relief/ reentry support planning. Directed a project providing expert “adversary perspective” judgments and computer assisted threat assessment and countermeasures planning in support of early DOE programs to validate proposed security systems.

US Department of Energy Strategic Petroleum Reserve, New Orleans, LA, 1982 to 1984

Security Director, O&M Contractor

Directed all system-wide and facility-specific security plans and operations for the HQ and then-six sites of the SPR throughout Louisiana and Texas . Personally directed vulnerability assessments, fraud investigations, VIP protection details, and multiagency intelligence and contingency planning initiatives. Supervised development of general and site security plans, pipeline and dock security plans, and vendor control plans.

Officer (retired as Colonel)

Assignments included command, intelligence, and operations positions in Special Forces, airborne infantry, armored cavalry, and advisory teams, including the United States’ first dedicated counterterrorism force ( “Blue Light”), contingency planning and operations assignments in combatant command special operations commands, assignment as Chief of Operations, Training, and Inspections for the US Army Special Security Group, extensive service with European, Middle East, and African special operations forces, and service in Vietnam and Desert Storm, as well as a number of classified operations.

Awards & Publications

  • Awards include the Combat Infantryman’s Badge and the Distinguished Service Cross, earned while serving as an advisor to South Vietnamese paratroopers during the Battle of An Loc in 1972. In 1995, as a reserve lieutenant colonel, was called upon to command an active duty Joint Special Operations Task Force---normally an active duty colonel or brigadier general position—which was deployed to Ethiopia to carry out the Defense Department’s first major overseas operation in support of State Department-led humanitarian demining initiatives.
  • Contributing Editor with a monthly column in Defense & Foreign Affairs magazine. He is a contributing author of Beyond the Iran-Contra Crisis: The Shape of US Anti-Terrorism Policy in the Post-Reagan Era, and the author of Special Operations and National Purpose, both published by Lexington Books in 1988 and 1989, respectively.
