Manages all corporate activities through strategic planning, and establishment of short and long-term company milestones. Ensures adherence to master plans and schedules, and is responsible for identifying potential issues, and for providing resolutions to client needs. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, program operating budgets and financial terms and conditions of contract. Provides technical direction to corporate staff on the development and implementation of programs to maximize effectiveness of security personnel and resources at each contract administered by the company. Oversees all aspects of the corporate office, ensuring quality control, on time deliverables, and continued performance.

Heritage Services, Inc., Alexandria, VA, 1997 to 1999

Vice President & Chief of Staff

Advise the President & CEO on business development prospects throughout the D.C. Metropolitan area, nationally, and abroad, resulting in the acquisition of over 15 new, diverse clients, such as the Department of Health and Human Services, the Department of State, the Social Security Administration, the Department of Housing and Urban Development, and the Department of Defense. Responsible for the development, implementation, and management of the company’s security programs at government and commercial sites, including conducting vulnerability assessments, developing and presenting to the client a comprehensive security plan for the contract which outlines weaknesses, proposed methods for eliminating vulnerabilities, types of equipment and procedures necessary, and costs to the client versus benefits achieved. Provided technical direction to corporate headquarters on the development and implementation of programs to maximize effectiveness of security personnel and resources at each contract administered by the company.

Am-Pro Protective Agency, Incorporated, Washington, D.C., 1993 to 1996

Director of Operations

As the Director of Operations for the security contractor to the Department of Energy Headquarters, was responsible for managing the day-to-day operations of a $6.5 million/year contract. Supervised a 180-member Protective Force, including the Directors of Training and Administration, a Human Resources Manager, a Quality Assurance Manager, and other management level positions. Provided direction to the Protective Force on any number of issues, and managed and controlled all security operations at the DOE Headquarters facilities. Developed and administered a plan for the Protective Force which provided for 24-hour access control into classified areas, and modified the organizational structure to accommodate the DOE’s needs or any special requirements for mission success.

Am-Pro Protective Agency, Incorporated, Chicago, IL, 1990 to 1993

Training Manager

Served as the Director of Training for the security contractor to the Department of Energy at the Argonne National Laboratory. Primarily responsible for developing and managing the Protective Force training program in support of both the DOE and Argonne. Initiated the development of Job/Task Analysis for the Protective Force, along with a Training Needs Analysis determining training needs and priorities, and instituted an on-the-job training program for incumbent officers. Developed and published a Training Management Plan, and administered Limited Scope Performance Tests, which allowed for the evaluation of the officers’ proficiency during actual job performance.

Wackenhut Services Incorporated, Savannah River Site, SC, 1987 to 1989

Rangemaster/Instructor

Developed innovative training techniques, such as plastic simulated rounds and “shoot-don’t-shoot” scenarios, which expanded the firearms training curriculum, and conducted needs assessments in order to create lesson plans for advanced firearms training. Additionally, developed tests which evaluated individuals who were new to the Firearms Training Program.

Embassy of Taiwan, Houston, TX, 1983 to 1987

Security Director

Through the Houston Police Department, appointed Security Director for the Embassy of Taiwan. Established a personal security protection program for officials of the Taiwanese government, and trained them in the techniques of personal protection. Provided personal protection for visiting dignitaries, and developed working relationships with the Taiwanese government and local law enforcement agencies.

Houston Police Department, Houston, TX, 1982 to 1987

Police Officer/Firearms Instructor

Served in the Professional Development Division of the Houston Police Academy, specializing in police firearms instruction. Trained officers in the proper handling of their duty weapons and provided them with basic, in-service, and advanced training for various types of weapons. Developed and taught a course on terminal ballistics, which provided officers with the knowledge of the effects on the human body from gunshot trauma, and the importance of the use of body armor for officer survival.

United States Marine Corps, 1978 to 1982

Interrogator/Translator (Norwegian)

Supervised and directed the training of battalion size units in the proper techniques of resistance to interrogations. Translated intelligence documents and provided briefings to staff level officers with the obtained information, conducted research into foreign intelligence affairs, and developed training curriculum to present in training seminars.
