Heritage Services, Inc. 1995 to 2000

Project Manager, Department of Health and Human Services Parklawn Complex, Protective Services Contract

Directed the daily operations of a $6 million/year physical security contract consisting of a 250-person security force responsible for physical security and safeguarding of the DHS Parklawn building, and 28 facility annexes located throughout the Rockville and Gaithersburg, Maryland area. Provided guidance and oversight on administrative policies and requirements associated with contract requirements as stated in the Scope of Work. Developed and implemented the first semi-automatic handgun training and qualification course approved by the GSA for use by contracted security officers. Advised client on implementation and enhancement of security procedures, policies, and directives, and negotiated contractual issues and amendments.

Am-Pro Protective Agency, Inc., Washington, D.C. 1988 to 1995

Facility Commander

Facility commander for the security contractor at the U.S. Department of Energy, Headquarters, and was responsible for the day-to-day operations of the 150 member Protective Force which provided physical security for DOE assets, personnel and classified facility areas. Advised the Director of Operations on protective force issues of concern.

Additional positions and duties include Range-master and Senior Firearms instructor with responsibilities for providing instruction and training in the use, handling, and safety of firearms, and shooting scenarios on a semi-annual basis; as well as qualification of all incumbent and new-hire personnel. Developed and implemented protective force Job Task Analysis, Training Programs, Limited Scope Performance Testing, and instruction.
