Responsible for business development with state and federal government customers in the fields of risk management, critical infrastructure protection, vulnerability assessment and emergency management programs. Directs all phases of each program from inception through completion, participating in the negotiation of contracts and contract modifications. Serves as primary customer contact for program activities nationally and abroad, leading program review sessions with customer to discuss cost, schedule, and technical performance.

Consultant/Principal Engineer, Team Lead

Developed a U.S. Department of State Risk Management Process to facilitate support and implementation of the U.S. Department of State PDD-63 Critical Infrastructure Protection Program. Specific responsibilities include analysis of critical infrastructure protection requirements as directed by Presidential Decision Directives, OMB, Congress and the Intelligence Community. Responsible for development of program documentation and conduct of vulnerability and risk assessments of critical State IT systems against a full range of threats, including cyber attacks and destruction or denial attacks employing conventional weapons and WMD. Coordinated and Developed remediation/mitigation measures through system upgrades, contingency and emergency response planning and training.

DOE Oak Ridge Operations Office, 1998 to Present

Consultant

Provided consulting assistance to the DOE OR Safeguards and Security Division for security surveys and assessments of security program management, program planning, physical security, and training program development and management, and program self assessments.

Worldwide Security Services, Paducah, KY, 1998 to 1998

Project Manager

Managed a fixed price contract providing security classification reviews and analyses to Lockheed Martin Energy Services, Paducah Gaseous Diffusion Plant. Work involved classification reviews of over 100,000 engineering drawings and safety analysis reports concerning the gaseous diffusion uranium enrichment process developed for use in the U.S. nuclear weapons program. Duties included personnel management and preparation of time and progress reports, work scheduling, and conduct of periodic performance briefings for senior Lockheed Martin management.

Michigan Biologic Products Institute, Lansing, MI, 1997

Consultant

Conducted an evaluation of MBPI operations, provided emergency preparedness and security training and an analysis of future security requirements of the site. MBPI prepares vaccines for such diseases as DPT, botulin toxin and anthrax. MBPI is the sole source for anthrax vaccine provided to the DOD.

Senior Staff Member

Provided technical and professional assistance to the DOE Safeguards and Security Division. Acted as a task leader, coordinating analyses of vulnerability assessments, training programs, emergency preparedness operations; protective force operations (including safety analyses), security plans and policy proposals. Duties required daily interface with DOE clients to: solicit tasks; coordinate assessment team activities, develop procedures; prepare white papers concerning national policy issues with local impacts (such as response to weapons of mass destruction); and prepare detailed technical reports. Also provided similar services on a consulting basis to DOE HQ and the DOE Oak Ridge Operations Office.

Westinghouse Savannah River Company, Aiken, SC, 1989 to 1989

Instructor

Assisted the prime operations contractor, Westinghouse Savannah River Company, in establishing a Security Education Program for their company and all of its subcontractors, a population of over 24,000 personnel at that time. Taught a DOE Safeguards and Security orientation course to all new WSRC exempt employees.

Wackenhut Services Inc. (WSI), Aiken, SC, 1984 to 1989

Instructor

As an instructor in the Training Division, developed a 64-hour annual training program for Department of Energy Security Police Officers. Taught courses in subjects such as classified document control, access controls, legal authority and use of force, security equipment operation and firearms. Prior to assignment as an instructor, held the position of Special Response Team Leader in the Special Operations Division. In this capacity, was responsible for training and deploying a seven-man special response team capable of conducting high-risk facility recovery and hostage rescue operations.

Organized and trained a Special Weapons and Tactics unit for the Aiken County, SC Sheriff’s Department and participated in approximately one hundred high risk special operations with the unit.

Santrust Inc., Augusta, GA, (DBA Precision Tune of Augusta, GA) 1982 to 1984

Vice President

Established a successful automotive tune-up franchise. As Vice President of Operations, duties included all aspects of general business operations including personnel management, marketing and sales and inventory control. Responsible for developing all required health, safety and environmental programs. Continued association with the company as a consultant and business advisor until the company was sold in 1994.

101st Airborne Division (Air Assault), Ft. Campbell, KY, 1977 to 1982

Field Artillery Officer

Served in the United States Army. As an Honor Graduate from the Officer Candidate School in Fort Benning, Georgia, selected as a Field Artillery Officer and trained in nuclear weapon security, physical security and information security programs. Served as Platoon Leader of the Battalion Ammunition Platoon, all Battalion Fire Support Teams and a battery Fire Direction Center. Attended the Ft. Campbell Nuclear Biological and Chemical (NBC) Defense school and served as NBC officer at all battery level units. Served an additional nine years in the United States Army Reserve, as an evaluator of numerous readiness exercises at nuclear capable artillery units.
