Mr. Rogers is also responsible for the strategic, tactical, and short-term operations management planning of the corporation. Security Inspector

Key inspector for the Department of Energy Office of Assessments for physical security, security systems, classified matter protection and control, and security force effectiveness. Participated as a key member of a DOE wide Site Assistance effort to consider alternate protection system designs and technologies to meet the increased requirements of the revised Design Basis Threat. Assisted identifying key technologies to support the government’s Design Basis Threat upgrades.

CSR Group, Inc., Las Vegas, Nevada 2003 to 2005

As founder and Senior Vice President,

Mr. Rogers was the lead project manager for new market development of government business. Coordinated, designed and administered emergency response training and drills for a major water works agency in Southern California. Recognized as a national expert in emergency training, drills and exercise planning along with other contractor representatives, presented a joint presentation to the American Water Works Association on Emergency Response Training, Drills, and Exercises in April 2004.

World Security Group, LLC, Las Vegas, Nevada 2002 to 2005

Principal Manager

Conducted physical security survey of 60 New York Metropolitan Transit Authority facilities and recommended security enhancements; facilities included bridges, tunnels, subways, Long Island Railroad, New Jersey Transit, and AMTRACK. Mr. Rogers attended a one week “hands on” explosives training and employment session at the Harvey Point Defense Testing Activity.

U.S. Department of Energy, Richland, Washington 2000 to 2002

Physical Security Specialist

Planned, directed, and evaluated major security force terrorist evaluations at the Hanford Site in support of the protection of special nuclear materials; planned, organized, and directed the facility clearance program for over 100 facilities, managed the corrective action program and ensured all corrective actions were adequate to prevent recurrence of problems and developed and evaluated standards and procedures for the protection of special nuclear materials. Managed the facility survey/inspection program; developed survey/inspections plans, schedules, checklists; assigned resources; and presented results to senior management.

Fluor Hanford, Inc., Richland, Washington: 1999 to 2000

Senior Consultant

While assigned in the Price-Anderson Amendment Act (PAAA) Division, screened Radiological Problem Reports, Occurrence Notification Reports, and Daily Activity Reports for issues that presented nuclear safety problems and provided interpretive determinations. Maintained complete familiarization with Code of Federal Regulations and DOE Directives, and interfaced daily with Federal and contractor senior management on PAAA issues.

Protection Technology Hanford, Richland, Washington:1998 to 1999

Security Manager/Analyst

Facilitated development and implementation of critical performance assurance criteria and measures; developed a standard reporting process for reporting performance effectiveness to DOE; and managed, planned and orchestrated completion of nine security force terrorist threat evaluations and 80 limited scope performance tests of critical government assets. Validated terrorist threat evaluations using a Joint Tactical Simulation computer model at Sandia National Laboratories; participated in vulnerability assessments of critical government facilities as team leader and member; conducted surveys/inspections of safeguards and security elements, including nuclear materials control and accountability; conducted numerous root cause analyses and lessons learned sessions; developed extensive policies and procedures on various safeguards, security, and survey/inspection elements.

Westinghouse Hanford Company (WHC), Richland, Washington: 1993 to 1997

Project Manager/Consultant

Designed and facilitated implementation of a concept of asset/customer, versus order driven security; developed statements of work for 30 projects; coordinated cost and schedule, and tracked all projects to completion with a cost savings that exceeded $10M annually. Administered physical security program for over 1,000 facilities, 10,000 employees, and property valued over $100M. Developed and implemented procedures, policies, and programs that directly impacted the site security program; spearheaded a training re-engineering effort for the Hanford Site that identified extensive cost-saving and value-added training initiatives.

Special Access Program Officer

Managed security aspects of two special access programs and supervised the company proprietary guard force.

U.S. Air Force (USAF): 1968 to 1989

Security Police Superintendent / Staff Officer

Supervised personnel, industrial, and information security programs for a major command headquarters, and 21 active duty and 35 Air National Guard installations; conducted feasibility studies for intrusion detection equipment around critical USAF resources. Combat Skills Flight Leader, trained and certified in small unit tactics, light to heavy individual and team weapons, and communications. Served as Fire Team Member, Fire Team Leader, Squad Leader and Flight Leader and participated in numerous Joint Chief of Staff Deployment exercises within the Continental United States and abroad.
