Department of StateProtection Strategies Incorporated (PSI) provided Vulnerability Assessment (VAs) support to the U.S. Department of State (DoS), Office of Emergency Management (OEM). PSI was contracted to provide VA support to various DoS facilities nationwide. This particular effort required PSI to conduct a complete facility vulnerability assessment, develop and recommend required remediation measures, and incorporate these recommendations into customized site-specific risk reduction and remediation plans.

Specifically, PSI DoS assessments identified mission critical business processes and supporting assets as well as threats, vulnerabilities and risks to those assets. As part of its standard, holistic risk management process, PSI evaluated DoS facilities against a full range of threats, from vehicle born improvised explosive devices (VBIED), cyber and technical threats, weapons of mass destruction and natural phenomena. PSI personnel assisted stakeholders in identifying appropriate countermeasures and conducting cost-benefit analysis to determine the most cost-effective method of obtaining acceptable levels of risk. This methodology provided senior management with specific actionable information and permited the allocation of scarce resources among competing program requirements.

DoS VA’s are often classified. PSI’s extensive and unique capability to assess, manage and implement plans of this nature and complexity greatly enhanced the success of this requirement. PSI personnel tasked to perform this requirement had over 20 years of VA experience within the DOE nuclear weapons complex, DoS, DOD and HHS.

Additionally, all personnel performing on this effort were cleared at the Department of Defense Top Secret level.
