Y12 National Security ComplexProtection Strategies Incorporated (PSI) provides services to implement and administer a Department of Energy (DOE) and National Nuclear Security Administration (NNSA) policy driven security program for the Y-12 Site Office (YSO) and Y-12 National Security Complex (NSC) in Oak Ridge, TN. PSI conducts self-assessments and budget planning support, and provides expertise to use, update, and maintain NNSA and Y-12 NSC specific personnel and Human Reliability Program (HRP) databases. These databases pertain to the tracking and monitoring of personnel and their status for access authorization and the HRP. PSI provides database management, including working with automated access authorization systems used for form completion as part of the clearance package processing. PSI creates and updates database records of personnel security and HRP actions for each access authorization/HRP holder and/or applicant, used to provide audit trails for clearance actions and program assessments.

Oak Ridge Office and National Nuclear Security Administration "Stop Work/Suspend Work"PSI also provides technical expertise and support in administering the Y-12 NSC Personnel Security Program, including clearance processing and administration of the HRP program that encompasses all facets of drug testing, and other security related information. PSI reviews and processes activities and analyzes the background of approximately 5,000 clearance holders/applicants annually, including approximately 2,910 HRP incumbents. PSI also assists Y-12 NSC in personnel security clearance processing required for federal and Y-12 Site Office staff and other contractors. PSI maintains a tracking database that includes dates of applicant drug and alcohol testing, medical assessments, Counterintelligence Assessment Evaluations, and dates of the initial and annual HRP instructions for an estimated 2,910 HRP participants.
