Protection Strategies Incorporated (PSI), through a sub-contract with LeGacy Resource Consulting Corporation, provided safeguards and security survey support services to the Department of Energy’s Oak Ridge Operations Office, Office of Safeguards and Security. Services included security surveys of government and contractor personnel, and government facilities supporting the nuclear weapons complex.
Security Surveys were designed to determine the adequacy of safeguards and security policies and programs, the adequacy of policy and program implementation, and their effectiveness in protecting DOE's national security interests.
PSI conducted Safeguards and Security surveys in support of the Oak Ridge Operations Office, focusing on:
- Protection Program Management
- Classified Matter Protection and Control
- Personnel Security
- Physical Security Systems
- Protective Force Operations
- Material Control and Accountability
PSI survey personnel conducted in-depth analyses of security program management, security planning, security training programs, and protective force operations and training. PSI subject matter experts reviewed security systems, operations security (OPSEC), policy and procedure development, the foreign ownership control and influence (FOCI) program, and facility registration practices.
Follow-up surveys were conducted to determine the status and progress of corrective actions and other activities in response to deficiencies identified in previous surveys and inspections.
PSI personnel prepared detailed and comprehensive survey reports to senior management at the Operations Office that succinctly captured and identified all areas of concern.
