Protection Strategies Incorporated (PSI), provides personnel badging, Safeguards and Security Awareness training, Human Reliability Program (HRP), drug and alcohol testing, classified matter protection and control (CMPC), Incidents of Security Concern (IOSC), Operations Security (OPSEC), and support services to the Oak Ridge Operations Office (ORO), Oak Ridge National Laboratory (ORNL) and the East Tennessee Technology Park (ETTP) in Oak Ridge, TN.
PSI processes access authorization (security clearance) requests and queries database records of access authorizations granted for employees. PSI maintains all clearance-related records required by ORO Personnel Security, and updates and maintains an authorization database that reflects all individuals who are/were granted a clearance. PSI provides support in badge fabrication and administration, which includes document preparation, fingerprinting, badge preparation, enrollment in the site badge reader system, and issuance of badges.
PSI provides support in administering an effective Safeguards and Security Awareness program that is compliant with applicable directives. This includes designing and developing safeguards and security awareness procedures and activities, developing and conducting security-related briefings, and developing and maintaining an integrated briefing/badging database.
PSI supports the Human Reliability Program (HRP) in maintaining the HRP database records and employee medical and polygraph evaluations, and in managing drug and alcohol testing for approximately 150 Protective Force Security Services contractor HRP participants. PSI serves as the central coordinating point for HRP database management, random drug and alcohol testing, form processing, and record filing for all HRP participants.
In the CMPC Program, PSI develops/revises program procedures, and develops and conducts training for classified document custodians and other individuals responsible for the protection and control of classified matter. PSI also conducts inventories of classified matter, verifies that reproduction and destruction equipment for classified use is approved, develops CMPC awareness material, and conducts an annual self-assessment of the CMPC program to ascertain program compliance.
PSI provides Information Security support in ORO’s Incidents of Security Concern (IOSC) Program, Operations Security (OPSEC) Program, and its Classified Matter Protection and Control (CMPC) Program. In the IOSC Program, PSI conducts inquiries and compiles reports concerning security incidents relating to the loss or compromise of classified matter, and provides support in the administration of a security infraction program. In the OPSEC Program, PSI participates in OPSEC working groups to discuss OPSEC program priorities, participates in periodic OPSEC assessments to identify vulnerabilities, develops OPSEC planning documents that define the program’s goals and milestones, and develops and conducts OPSEC awareness training.
