National Nuclear Security Administration - Develop Site Security Plans

LEVEL OF EFFORT:

Protection Strategies Incorporated (PSI) provides technical expertise and support, systems analysis, and administrative support to the National Nuclear Security Administration (NNSA) through a safeguards and security support contract with the Nevada Site Office (NSO) Assistant Manager for Safeguards and Security (AMSS). Through the NSO support contract, PSI is developing the Nevada Site Safeguards and Security Plan (SSSP). The SSSP is the single program plan that details the Safeguards and Security Program for the Nevada Site. As such, it is critical that the Plan provides an accurate and detailed description of the Site Safeguards and Security Program. The scope of the SSSP encompasses:

  • NSO Deviation Program
  • Threat and Target Identification
  • Security Protection Strategies
  • Vulnerability Assessment Program
  • Material Control and Accountability
  • Site Resource Plan
  • Physical Security Systems Program Description
  • Personnel Security and Human Reliability Program
  • Classified Automated Information Security Systems
  • Protective Force Program Description
  • Physical Security Maintenance and Testing Program
  • Performance Assurance and Evaluation Program

PSI is tasked with identifying, researching, and analyzing technical and administrative safeguards and security issues including development of options for the NNSA/NSO consideration, and addressing and resolving the issues in both policy and policy implementation. The level of effort in developing a SSSP is extensive. To accomplish this task PSI gathers information, statistics, facility geography and demographics, organizational data from the security contractor, maintenance and operations contractor, and other agencies directly and indirectly involved in the site security program for use in the development and preparation of a Site Safeguards and Security Plan. Other plan preparation includes:

  • Completing a gap analysis between the existing SSSP and the new requirements outlined in U.S. Department of Energy directives.
  • Completing an order compliance review of new requirements outlined in the streamlined DOE Safeguards and Security Directives.
  • Data gathering to determine the scope, depth, and breadth of the Site Safeguards and Security programs.
  • Validating vulnerability analyses results * Development of the SSSP using new requirements outlined in DOE O 470.4-1, Safeguards and Security Program.
  • Providing a completed draft to the NNSA/NSO AMSS for review and approval.
