Vulnerability Assessments and Site Security Plans Development

Protection Strategies Incorporated (PSI), PSI completed a critical contract with DynMcDermott, a prime contractor to the U.S. Department of Energy, Strategic Petroleum Reserve (SPR), which involved conduct of vulnerability assessments of the SPR along with validation of corrective actions to the DOE Office of Independent Oversight inspection, and revision of the SPR Site Security Plans and Contractor Assurance System. PSI used approved DOE modeling tools that examined detection, assessment, protective force response times, site tactical deployment and adversary task times in determining the system effectiveness of the SPR sites. At the completion of the contract, strategies for reduction of risk and strengthening of SPR protection were presented to the SPR in a final formal report. The report led to the formulation of the Master Site Security Plan which assigned resources and quantitative scoring of the suggested system enhancements. These suggested enhancements were further validated through conduct of Field Training Exercises featuring force-on-force iterations. The end product of the vulnerability assessment was recommended improvements to the site intrusion systems, upgrades to policies and procedures, review of protective force weaponry and defense systems, and identification of potential technologies that serve as force multipliers.

During execution of the contract, PSI subject matter experts conducted performance assurance validations at each of the SPR sites where actual response times were collected and used during the tabletop threat scenario evaluations.

PSI subject matter experts also conducted a detailed “gap analysis” of the existing Site Security Plans and Contractor Assurance System plans and completely revised these critical documents with up to date policies and practices as well as current DOE regulatory requirements.

As the final task associated with the contract, PSI evaluated and validated the corrective action plans for issues identified by the DOE Independent Oversight Office. This particular task was critical in the path forward taken by the SPR in solidifying their security protection strategy for the sites.
