LEVEL OF EFFORT:

Protection Strategies Incorporated (PSI), through a subcontract with the UT-Battelle, Oak Ridge National Laboratory (ORNL), provides technology deployment support to the DOE Office of Technology, Office of Health, Safety and Security in three areas of concentration:

• Technology Deployment Planning and Assessment.PSI provides operational and tactical expertise to assess new, unique and complex technology deployments for broad-based benefit, user commitment, technical risk, Design Basis Threat implementation, and operation and life-cycle impacts.
• Technology Deployment Evaluation. PSI procures materials and equipment for deployment, testing, and evaluation. For selected deployments, PSI documents lessons learned of interest to all DOE and NNSA sites, including items such as: Return on investment; Safety issues and Security issues, and their integration; Performance Criteria; Weighted Factors Included in Deployment Evaluations; Effects of Technology on Performance Effectiveness; Results of Sensitivity Analyses; Performance-Based Assessments of Technology Before Operationally Accepted; Personnel Reduction and/or Cost Avoidance Attributed to Deployment.
• Technology Deployment Site Integration. PSI provides support to individual DOE and NNSA site Safeguards & Security Program Planning activities to ensure that deployments are integral to a site's strategic and near-term operational plans. This includes support in the areas of sensitivity analyses, protection effectiveness, vulnerability assessments, consequence modeling, adversary capabilities, survey/inspection support, self assessments, and performance assurance.

PSI also provides expertise in security force operations, special operations, and terrorist tactics for planning and conducting technology deployment assessments. PSI interacts with the Performance Testing and Analysis Center (PTAC) to consolidate and disseminate technology performance data to DOE and NNSA sites.

Due to the nature of the work, a DOE “Q” Clearance is required.
