Protection Strategies Incorporated (PSI), PSI provides professional and technical expertise to support the Office of Secure Transportation Program Office for Independent Oversight (OST POIO), to perform evaluation and technical support to executing the Active Security Doctrine as well as compliance assurance, and tactical exercises in the following areas:

• OST POIO Survey and Assessment Program. PSI performs support services to other federal organizations at the direction of either the OST Assistant Deputy Administrator (ADA) or the OST Director of POIO.
• OST and/or NNSA Internal Investigation/Inspection Program. PSI performs investigative services to include conducting research, gathering documentation, preparing documents, and other activities necessary to make constructive recommendations for corrective actions.
• OST Corrective Actions Program. PSI tracks responses to surveys, assessments, and investigation findings to ensure actions are implemented. PSI conducts evaluations of OST to include root cause and trend analysis in an effort to close OST related findings.
• OST and POIO Strategic Management. PSI provides program/project management services to support strategic planning, track milestones, conduct resource analysis, perform budget tracking, and plan near-term planning activities.
• NNSA/OST Joint Testing Exercises. PSI plans, evaluates, and documents annual NNSA/OST Joint Testing Exercises.
• Limited Scope Performance Testing. PSI assists in development and application of the Limited Scope Performance Testing, evaluation of unit training, and special scope tests.
• OST Performance Assurance Program. PSI maintains and administrates the OST Performance Assurance Program, which includes the Limited Scope Performance Testing for the Federal Agents. PSI conducts assessments of the effectiveness of the protection provided safeguards and security interests.
• Covert and Overt Shipment Survey/Assessment. PSI performs Covert and Overt shipment survey/assessment. Support of these survey/assessment activities includes knowledge of the Intelligence Cycle, Operational Security, Command and Control, Federal Agent performance of Brilliance in the Basics.
• Operational Readiness Training (ORT) Program. PSI assists in this program to ensure that all elements for operational readiness in support of the Active Security Doctrine and its Five Essential TSS Elements are in place by initiating response to simulated, realistic emergency events and conditions possible. PSI assists and contributes as an integral component of OST Operational Readiness Training exercises as a qualified evaluator. PSI provides the OST ADA, senior managers and stakeholders with an independent assessment of OST training effectiveness.
• Intelligence Program. PSI conducts evaluations of analytical capabilities to the OST active security doctrine as it pertains to the OST intelligence cycle.
