Protection Strategies Incorporated (PSI) was contracted to provide leading Subject Matter Experts with various skills and experience in Performance Testing, Protective Force (PF) Operations and Vulnerability Assessments. Specific personnel were requested based on their extensive knowledge and experience within the Security Industry for Performance Assurance and Protective Force Operations programs. The contract called for PSI to provide input (observations and suggestions) for the following safeguards and security disciplines:

• Performance Assurance Program
• Performance Test Program
• Vulnerability Assessment Program
• Protective Force Operations and Training

The PSI team’s focus is on the quality of protection system performance tests, PF performance testing and vulnerability and risk assessments for critical national security assets. The team evaluated the planning and execution processes for site specific exercises; the Controllers/Evaluator Program and the execution of those duties during two Force-on-Force exercises; and the planning and execution PF activities for routine and emergency situations.

As part of the contract, the PSI team is required to objectively evaluate and validate the effectiveness of the subject safeguards and security disciplines and provide a detailed report containing observations and suggested changes/enhancements to the Site’s critical programs. Execution of the contract not only considered the specific requirements in the Department of Energy directives; but also called upon the “Best Practices” based on performance based approaches.
