Mission Support Alliance (MSA)Protection Strategies Incorporated (PSI) provides emergency management and preparedness technical and administrative support services to the Mission Support Alliance (MSA) at the DOE Hanford Site in Richland, WA. PSI ensures that an integrated emergency preparedness program can sustain a state of readiness 24 hours a day, 365 days per year, and assists in developing a seamless integration of other agencies and organizations that provide response services. More specifically, PSI supports MSA in these areas:

  • Emergency Plans and Procedures. PSI maintains and updates the Hanford Emergency Management Plan, develops and maintains Building Emergency Plans for hazardous facilities and approves other building emergency plans. PSI also establishes procedures and provides direction and coordination for the Hanford Site Occurrence Reporting Program, develops the annual Emergency Readiness Assurance Plan, and integrates plans for responding to emergencies at offsite agencies. PSI provides expertise in improving MSA’s emergency public information program.
  • Emergency Operations. PSI provides operational, technical and administrative emergency management services (including those to DOE-RL), and staffs and operates the Emergency Operations Center (EOC), the Joint Information Center (JIC), and the Occurrence Notification Center (ONC). PSI also assists in maintaining and updating the Hanford Site Emergency Alerting System.
  • Training and Exercises. PSI provides training and exercise support for the site and building managers, their staffs, and the first responders. PSI ensures that adequate and up-to-date training is received for all, which is reinforced through exercises and performance tests. These exercises include single-building, low level emergency exercises conducted quarterly, site-wide emergency exercises that involve DOE HQ and off-site response agencies, and participation in national-level continuity of operations (COOP) exercises. PSI also assists in training the Hanford Site contractor’s Building Wardens, Building Emergency Directors (BEDs)/ICs, Drill Coordinators, and Controllers/Evaluators. This ensures that a well-trained staff is available at all times for exercises and actual emergencies.
  • Assessments. In addition to assessments required for the annual Emergency Readiness Assurance Plan, PSI conducts surveys and assessments at its hazardous facilities, as well as reviews hazard assessments for all other facilities on the Hanford Site. PSI is also responsible for conducting an annual self-assessment, measuring the results against previously identified standards and goals, and establishing new standards as warranted. Finally, PSI reports the results of the Emergency Operations program’s performance (to include the analysis of cost performance) on a monthly basis to DOE, and develops a quarterly emergency management metrics data report.
