Protection Strategies Incorporated (PSI) was awarded a prime contract from the Joint Contracting Command-Iraq/Afghanistan (JCC-IA) to provide Theater Wide Internal Security Services. PSI provided labor, weapons, equipment, and other essential requirements to supplement and augment security operations at various sites throughout the Iraqi and Afghanistan Theater. PSI personnel supplemented internal operations at entry control points, manned perimeter towers, secured selected facilities, provided armed escorts for local national laborers, maintained a liaison cell at selected headquarter sites such as Area Defense Operations Centers (ADOCs) and the Base Defense Operations Centers (BDOCs) and other internal security services. PSI security responsibilities did not include offensive operations. Responsibilities included enforcement of the respective Force Protection Commander’s security rules and regulations regarding authorized access to Camp and/or Forward Operating Base (FOB), including internal check points, performing the selected necessary security functions as assigned at the selected site(s).
TWISS II was an Indefinite Delivery Indefinite Quantity (IDIQ) Task Order (TO) contract. As such, PSI bid against four other competitors for each TO that was issued. Each TO had its own set of requirements which addressed each site’s unique security features. The first TO required us to identify, train, and deploy 120 security guards to the first site.
Upon TO award, PSI’s management staff arrived within 5 days to meet Internal Incumbent Security Force personnel and began their in-country processing. This included:
- Recruiting and verifying credentials of personnel applying for employment;
- Conducting background investigations, site orientation, and initial training;
- Preparing vetting certificates for qualified guards;
- Preparing and deploying a comprehensive medical support package;
- Preparing individual arming packets which include a RUF/ROE memo, DD Form 93, DD Form 2760, Acknowledgements of Training, Responsibilities and Conditions for Authorization to Carry Weapons under Department of Defense Contract and Authorization from United States Central Command (US CENTCOM), training records to include DA Form 88-R and DA Form 3595-R;
- Maintaining liaison with all investigative agencies within the Theater of Operations;
- Conducting security guard operations to protect the assets and personnel assigned to these installations.
