
Protection Strategies Incorporated (PSI) provided emergency planning support to the Department of State, Office of Emergency Management (OEM). The OEM required expertise in developing and implementing a comprehensive Facility Emergency Action Plan (FEAP) for the Harry S. Truman (HST) Building. The FEAP included implementation of the National Incident Management System (NIMS) and Incident Command System (ICS) requirements. Homeland Security Presidential Directives 5 and 8 and the Department of Homeland Security directed that those systems be used as the national standard for all Federal, State, and local emergency planning efforts.
The FEAP is essential to the protection of the thousands of people working in the nearly 2 million square foot HST Building. The FEAP ensures that the emergency plans and processes for the HST Building are operational, current, and coordinated with other Federal, State, and local emergency preparedness plans. The resulting plan is an “All-Hazard” document, covering any emergency, from fire to terrorist incidents.
PSI also provided training for the Incident Commander, Floor Wardens, managers, Department of State emergency personnel, and employees, to ensure that they were familiar with their roles and responsibilities. The training included the essentials of the NIMS/ICS systems and prepared the volunteers to execute their responsibilities as voluntary emergency personnel. In addition, PSI produced manuals for the Incident Commander, the Building Response Team Members, Floor Wardens, and other members of the emergency team for use during emergency situations.
