Each professional staff member possesses an impressive background in safeguards and security, protective force services, project management, and security operations management conducted in field operations. PSI’s core corporate staff have over 120 years of combined national level security services experience performing personnel security background investigations and adjudications; chemical/biological countermeasures, weapons of mass destruction, emergency/contingency planning, risk analysis, vulnerability assessments, and advisory support to both government and commercial clients. PSI’s operational staff are experienced professionals at providing accurate information quickly, maintaining privacy, security and confidentiality at all times, as well as exhibiting compliance expertise with local, State and Federal regulations. Several members of the PSI staff have served on staffs at the highest levels of government. Their corps of security experts are military veterans with years of experience within the Headquarters of the Department of Energy, the Department of Defense, and the Department of State. All PSI technical personnel hold a DOE 'Q' security clearance and/or a DOD "Top Secret" security clearance.

PSI is committed to the success of their clients. PSI has participated in the development and validation of Continuity of Operations Plans (COOP) for various government agencies. PSI is widely recognized for comprehensive protection programs that integrate physical, technical, information, operations, personnel, computer, and communications security disciplines. In planning, implementing, or evaluating protection programs, PSI uses threat and vulnerability modeling methodologies, cost-benefit analysis, and other risk management tools to optimize cost effectiveness. PSI has extensive experience in developing threat models for physical and cyber terrorist threats, terrorists using weapons of mass destruction, technical attacks, and operations security (OPSEC) vulnerability assessments. PSI personnel have developed, assisted in and assessed large scale, multi-agency emergency management exercises. Exercises have included scenarios involving weapons of mass destruction in forms ranging from improvised explosive radiological devices to full scale nuclear attacks.
Technical Approach and Validation
PSI offers “premier” risk assessment and mitigation strategies developed and executed by internationally recognized risk management experts. This “elite” team of risk management experts offers decades of knowledge and “boots on the ground” experience in risk assessment and mitigation for critical assets within the U.S. Department of Energy and other federal, state, local, public and private sectors. Members of the team designed, implemented, and validated a nationally recognized certification program for vulnerability assessment specialists within the U.S. Department of Energy and are routinely called on to teach the vulnerability assessment certification courses within the DOE and other agencies.
Most vulnerability assessment approaches use traditional methodologies for risk assessment and mitigation. PSI’s risk mitigation approach offers an exceptional “Vulnerability Perspective”, which is unique and complements the traditional protection program methodologies. This perspective can be applied to natural disasters, terrorist activities, or other potential threats. Historically, security planners identify what constitutes their “core assets” and then design its security in concentric layers outward from those assets. PSI’s “Credible Vulnerability Specialists” identify critical assets that are the most susceptible to a variety of diverse risks. In the case of a terrorist(s), they (1) establish potential adversary paths and penetration techniques most likely to be used, (2) assess the probability of occurrence, and (3) outline security measures and mitigation actions that will reduce the risk of adversary success to an acceptable limit. In the case of a catastrophic natural disaster such as earthquake, hurricane, forest fire, tornado, or flooding, PSI defines and tracks methods of forecasting early warning, and other mitigation methodologies to protect critical mission assets, personnel, and their operational capabilities. This “outside the box” approach is not designed to replace traditional security planning, but to provide additional insight that can be used to increase the synergy of the overall protection program. The PSI staff has successfully applied these security risk assessments to government, commercial industries, airports, and nuclear facilities. Solutions are validated through the use of “live” adversary penetration-of-systems performance tests, and through “tabletop” exercise scenarios. Final results are institutionalized in directives, emergency checklists, and other Operational Instructions after the modeled and tested results have been proven. In addition to conducting classes at client facilities, PSI meets the needs of security by providing on-site tailored instruction. PSI reduces many intrinsic expenses by offering quality instruction via our "mobile training team concept". PSI provides subject matter experts with backgrounds specific to the desired topics of instruction, develops the course curriculum to the client's expectations, and delivers the course of instruction at a client specified location. PSI has used this methodology to develop and provide specialized educational services designed to fit various needs, and to assist the individual office with career enhancement and professional skills development.
PSI’s uses a “holistic” approach to risk management by fully integrating all aspects of an effective security system, such as performance assurance and technology deployment. PSI prides itself by employing the “best of the best” staff in performance assurance and technology deployment. PSI’s performance assurance experts were instrumental in developing the federal government standard for identification of critical security system elements and performance testing criteria.
