Job Description Protection Strategies Inc. is looking for a Child Protective Services (CPS) Specialist to support our client at the Department of Health & Human Services in Rockville, MD.  The Office of Refugee and Resettlement (ORR) in the Department of Health & Human Services provides Federal assistance to intact refugee families and adults.  The ORR is also responsible for the care of vulnerable and separated minors through the Unaccompanied Refugee Minors (URM) and the Division of Unaccompanied Children (DUCS).  In order for ORR/DUCS to continue to develop the Child Abuse and Neglect (CAN) check program we need to bring on board a specialized and experienced team member with the following requirements.
Requirements

  • The position requires an ability to work with senior U.S. and SPLA (Sudan People’s Liberation Army) officers and diplomats in negotiating and definitizing requirements, as well as vendors and suppliers in order to secure materiel, equipment, vehicles, and labor at fair prices.

Responsibilities
  • Acquisition and supervision of labor related to storing and moving food, fuel and lubricants, office supplies, communications equipment, computers, and housing as required. 
  • Oversight of procurement for contractors’ administrative and transportation requirements, and of communications and computer systems for further use in training and SPLA command and control.
  • Responsible for obtaining or putting up such structures as are required for temporary use by the US Government for other SPLA support.

Director, Communications Infrastructure Development

Job Description The Director of Communications & Infrastructure will lead contract efforts to assist in providing a three phased approach for the procurement of equipment and supplies to establish three (3) Command Operations Centers, and procurement of handheld and back radios for headquarters and field units. This phased approach prioritizes the needs based on political situations, SPLA (Sudan People’s Liberation Army) command and control development, and support for the 2011 referendum vote.

Responsibilities
  • Position will be required first to upgrade current Command Operation Center located at SPLA General Headquarters by incorporating and placing into operation an All Source Production Section for the Directorate of Military Intelligence.  The Tactical Intelligence Advisor/Instructor will assist in establishing systems for this activity.
  • Position will be responsible for procuring and providing Harris Manpack 5800 MP Radios and Harris Handheld 7800v-HH radios for tactical communications, and for training SPLA personnel not only on their use but on use of previously installed Harris Base Station equipment.
  • Position will also be responsible for understanding Tactical Communications as taught to officers at the US Command & General Staff College and for supervising an Instructor in Tactical Communications for Brigade and Battalion Staff Officers’ Courses; course to use current US doctrine, as modified by equipment as issued to the SPLA.
  • Responsible for maintenance and sustainment of equipment provided to SPLA units until their skill levels are sufficient to take on that responsibility. 
  • Position will be located in Juba, Southern Sudan, but will require travel to outlying SPLA locations.
Education & Work Experience
  • B.S. in communications systems, IT, or related discipline. 
  • Service as Army or Marine division or deployed task force level communications/IT systems officer or deputy.  Instructor, command and Staff College or US Army Signal Officers’ Advanced Course.

Lead Medical Trainer

Job Description The Lead Medical Trainer provides emergency medical care and evacuation coordination for all PSI contractor personnel and conducts basic medical training as required to support periodic medical training events.  The Lead Medical Trainer reports to the Project Manager for the conduct of medic duties but will be tasked to other personnel as needed to support training missions. 
Responsibilities
  • Provides basic trauma, health examinations, emergency medical services and medical care to injured and sick personnel within professional scope of practice.
  • Develops and keeps medical evacuation policy and contact numbers current.
  • Operates and maintains inventories of medical supplies and medical equipment.
  • Ensures that local medical facilities which are utilized by contractors provide adequate services.
  • Coordinates with local and/or international medical facilities as required.
  • Coordinates with corporate offices to ensure accurate and timely injury and sickness reporting.
  • Coordinates emergency medical evacuations for injured or sick contractors, monitors all aspects of health and hygiene in contractor living and work facilities.
  • Advises on occupational health, hygiene, nutrition, safety and other related matters.
  • Maintains accurate medical reports for all injured and sick personnel.
  • Performs additional duties as directed by the Project Manager.
Education & Work Experience
  • Nationally registered Emergency Medical Technician-Basic or above certification.
  • Minimum of fifteen (15) years emergency medical work experience, including remote assignments. 
  • Experience as an Emergency Medical Technician Instructor is a plus.
  • Experience as a former senior-level (senior NCO or warrant officer) 18D MOS series from the Army; Special Forces Medic is a plus.
  • Experience teaching medical subjects in a developing country is a plus. 
  • Candidate should also have experience conducting small group training and have experience designing and conducting specialty medical training. 
  • Required to have experience working in an OCONUS, austere environment and possess an understanding of the need to conduct yourself in a diplomatic and culturally sensitive manner. 
  • Experience in Africa is a plus. 
  • Must be capable of moderate physical exertion to include the ability to lift and carry items of up to fifty (50) pounds and be able to conduct travel and work within an equatorial environment with a limited support infrastructure.

Job Description PSI is looking for qualified individuals to conduct Light Infantry training in Africa.  Training will include Battalion staff training in basic functional areas, Personnel, Intelligence, Operations, Logistics and Communications.  Battalion Staff training will also include staff collective training in Staff Estimates, Military Decision Making, Orders Processes and TOC Operations.  Unit training will include specialized training in communications, medical, weapons (crew served weapons, mortars), individual basic infantry skills, advanced individual infantry skills, and collective skills from Squad through Battalion operations. 
Required Skills
  • Individuals should be former U.S. military NCOs or officers (E7 – O4) who can teach Light Infantry Staff and platoon tasks.
  • Posses an MOS commensurate with the duties described above and have served in multiple positions at the Battalion or Brigade level.   
  • Graduation from ANCOC, Battlestaff NCO Crs, CAS3 recommended.
  • The candidate must have the experience to instruct in one or more of the following subjects:  BRM, CQM, movement formations and techniques, Infantry squad and platoon battle drills, Convoy operations, CQM/CQB, C-IED, battalion staff operations.

Job Description The position that Protection Strategies Incorporated is providing is located in the Office of Health, Safety and Security, Office of Departmental Personnel Security (HS-1.4), Office of Headquarters Security Operations, Office of Personnel Security.The Office of Departmental Personnel Security serves as the central leader and advocate vested with the authority to ensure consistent and effective implementation of personnel security programs Department-wide (including for the National Nuclear Security Administration, NNSA).     HS-1.4 administers the Human Reliability program for the Department.  The purpose of this position is to support the development of personnel security policy and programs specifically related to the HRP.
Required Skills
  • Incumbent must have extensive knowledge of the Department’s Human Reliability Program and Personnel Security policies or the equivalent Department of Defense programs
