Jorge is a George Mason University graduate with five

County Tennessee Sheriff in the capture of two burglars
who were charged with breaking into the homes of local
residents. Using audit trail records and cyber forensics,
PSI was able to assist Knox County
Sheriff in recovering over $100,000 worth of property.

Mr.
Beaty has over 26 years experience in the Department
of Energy (DOE) as a security specialist and protective
force manager. As the Senior Manager, Security Systems
and Assessments, Mr. Beaty has directly supported the
DOE Health, Safety and Security (HSS) Office of Technology,
in identifying, evaluating, and deploying critical security
technologies in support of the nations most critical
assets. In his new role, Mr.Beaty will be directly responsible
for the oversight of the DOE Security Technology Evaluation
and Integration which includes the Security Technology
Information Archive (STIA) at Oak Ridge National Laboratory;
interface with the Technology Deployment and Integration
Center (TDIC) at the Nevada Test Site; and the field
execution of the vulnerability/risk assessment efforts
for the Department. The promotion of Mr. Beaty to this
critical position will result in a high return on investment
for the company and the government.

welcome Frank Willingham as our new Director of Proposal
Development and Special Projects. Frank has over 30
years experience in Security and Law Enforcement. In
the Air Force, he served as Deputy Director of Air Force
Security Forces where he advised the Secretary of the
Air Force and The Air Force Chief of Staff on Force
Protection matters after the terrorist attack on Khobar
Towers. Upon retirement from the Air Force, he served
as the Director of Security Education and Training within
the Department of Energy. During this time he served
on a newly created Federal Law Enforcement Training
Accreditation Board who was charged with the task to
develop security training standards for the Federal
Government. He wrote and published the first standards
that are in use today to certify and accredit Federal
Security Training programs.

Mr.
Bickmore is our new Senior Security manager/FSO and
manages all aspects of the security operations department.
Mr. Bickmore is a specialist in Middle East security
procedures, corporate security, physical security, DoD
security, and JPAS. Mr. Bickmore has done extensive
security work overseas and has implemented numerous
security programs in Iraq and Afghanistan. He has worked
extensively with the security departments for of all
branches of the United States armed forces bringing
years of security knowledge to PSI.

Washington,
DC – The U.S. Department of Energy (DOE)
announced the Mission Support Alliance, LLC has been
selected as the mission support contractor for DOE’s
Hanford Site in southeastern Washington State. The contract
is a cost-plus award-fee contract valued at approximately
$3.0 billion over ten years (a five-year base period
with options to extend it for up to another five years).
The Mission Support Alliance, LLC is a limited liability
company formed by Lockheed Martin Integrated Technology,
LLC; Jacobs Engineering Group, Inc.; and Wackenhut
Services, Inc. Pre-selected subcontractors include
Abadan, Akima Facilities Management, Dade Moeller
& Associates, HPM, Longenecker and Associates,
Protection Strategies Incorporated (PSI),
R. J. Lee Group, Vivid Learning Systems, Westech International,
TestAmerica, and Lampson International.
The Mission Support Contract (MSC) for Hanford will
provide cost-effective infrastructure and site services
integral and necessary to accomplish the Hanford Site’s
environmental cleanup mission. The scope of the MSC
contract includes five primary functions: Safety,
Security and Environment; Site Infrastructure and
Utilities; Site Business Management; Information Resources/Content
Management; and Portfolio Management.

subcontract from Security
Assistance Corporation to support their prime contract
with Naval Air Systems Command (NAVAIR). PSI will provide
technical support in the following functional areas:
Research and Technology Protection; System Security
Engineering/Anti-Tamper; International Programs Security
(Foreign Disclosure and foreign national visits); Information
Security; Personnel Security; Industrial Security; Operations
Security; Physical Security/Force Protection/Anti-Terrorism;
and Communications Security. The contract has a six-month
base and four one-year option periods. Work will be
performed at the Patuxent River Naval Air Station Complex.

contract extension in April 2008 to conduct technical
and administrative safety, security, and suitability
standards support services at the U.S. Coast Guard (USCG)
National Maritime Center. PSI evaluates Merchant Mariner
credential applications for suitability, accuracy and
authenticity by conducting detailed research and investigation,
and completing technically complex reviews of records.
Specifically, PSI tasks include: managing records and
files; querying public and law enforcement database
resources; reviewing legal documentation; contacting
law enforcement agencies and personnel; and preparing
correspondence and reports detailing final safety/security
and suitability determinations on credential applications.
PSI was selected for the re-award of this contract due
to our proven past performance and accolades received
from the customer.

a contract on 1/18/08 with the U.S. Department of State,
Bureau of Consular Affairs, to evaluate and implement
emergency management policies. Tasks include monitoring
the Bureau’s overall emergency readiness, developing
evacuation plans for passport centers, providing training
to emergency management personnel, revising and updating
the Bureau Emergency Action Plan, and serving as the
emergency website content manager. PSI was selected
based on its outstanding work currently being performed
at the Department of State in this area, as well as
superior past performance at other Federal government
agencies.

The SMS
Team was awarded a GSA Schedule Blanket Purchase Agreement
in November 2007 to provide multidisciplinary security,
administrative and translation services to the Department
of Energy (DOE) and National Nuclear Security Administration
(NNSA) customers. The contract ceiling value is 205
million dollars. The SMS Team consists of 7 companies,
all selected because of their best-in-class credentials
for providing services to the Federal government. Protection
Strategies Incorporated (PSI) was selected
as a member of the SMS Team based upon its outstanding
work as a Service-Disabled, Veteran-Owned security services
provider to the Department of Energy and the National
Nuclear Security Administration (NNSA). The BPA is available
to all DOE/NNSA agencies to order security, administrative
support and translation services. |

for work well done on its contract with the USCG. PSI
performs adjudication services for the Coast Guard’s
Security Center. These services expedite the security
clearance process for all military and civilian personnel

contract on September 28, 2007, with the Department
of Defense to conduct a security assessment of 15 Defense
National Stockpile Center (DNSC) storage facilities.
Tasks include conducting vulnerability assessments to
protect staff from incidents of incursion and terrorism,
to safeguard agency assets from incidents of criminal
activity, and to limit liability associated with incidents
of personal injury resulting from authorized and unauthorized
entry onto the property. PSI was selected based on our
excellent past performance providing vulnerability assessment
services at the Department of Defense’s Defense
Logistics Agency, and at various other Federal government

(NACI) packages in support of the investigation of an

Lux joined PSI on September 4, 2007,
as our new Chief Financial Officer, responsible for
managing all financial functions on behalf of the company.
Dave has 35 years of accounting and financial management
experience in a variety of industries, including government
contracting, with prior positions held of Chief Financial
Officer and Controller. His accomplishments include
devising and implementing productivity improvements,
cost savings, and reporting system enhancements. He
has expertise in financial and management reporting,
budgeting, forecasting, payroll, General Ledger, collections,
cash management, and auditing. He holds a Bachelor of
Arts Degree in Business Administration/Finance from
Florida International University in Miami, Florida.

Blanket Purchase Agreements (BPA) with the Department
of State's Bureau of International Narcotics and Law
Enforcement (INL) to provide law enforcement instructors
for counter narcotics programs in Latin America and
Mexico. The training programs are designed to
assist in the institutionalization of standardized law
enforcement practices in local, state, and federal police
programs throughout Latin America and Mexico. PSI
was selected based on our highly-rated prior
experience providing training and administrative personnel
at various Federal agencies, as well as our international
experience. |

Based on PSI's
unparalleled experience evaluating assessments, PSI
has been contracted to conduct analysis and comparison
of previously conducted vulnerability assessments against
the current security posture for seven (7) material
storage sites operated by the DNSC. PSI's
staff of security experts will provide the DNSC with
recommendations for corrective measures based on identified
deficiencies. This effort will require PSI
to conduct in-depth research and analysis on each of
the identified storage sites. PSI
will conduct on-site inspections and evaluation of existing
security procedures, conduct personnel interviews of
site managers protective force members, conduct liaison
with local law enforcement and emergency services providers,
and review site emergency plans. Based on the information
gained through these efforts, PSI
will provide the DNSC with custom tailored site analysis
and assessment survey reports for each of the identified
facilities.
PSI's
team of experts, who have over 100 years of combined
experience in military intelligence, law enforcement,
security force, and security training, will assess each
site’s security posture and make recommendations
for site specific security plans, identify appropriate
countermeasures, and conduct a cost/benefit analysis
to determine methods to mitigate identified risks, or
recommend means that obtain acceptable levels of risk.
All recommendations will be in accordance with established
Department of Defense Force Protection standards and
criteria guidelines. |

Homeland Security Presidential
Directive (HSPD) -7 required all Departments and Agencies
to submit detailed Critical Infrastructure Protection
(CIP) Plans to the Office of Management and Budget (OMB)
for approval by July 31, 2004.
PSI provided lead support for the development
and implementation of this project for the U.S. Department
of State. Under the signature of the Deputy Secretary
of State, the Department submitted its Plan to OMB on
July 30, 2004.
Although all Federal agencies were required
to submit CIP Plans in accordance with this HSPD, many
failed to do so. Of those agencies that submitted Plans,
relatively few were approved.
The Department of State gained approval
from OMB for the cyber portion of its CIP Plan. OMB
evaluated 59 categories of the Plan, using a scale of
1 to 3, with 1 being the lowest score and 3 being the
highest. The Plan developed by PSI
for the Department of State scored 2.8. |

The United
States Coast Guard (USCG), National Maritime Center
recently awarded PSI
a task order to perform screening and investigation
of individuals for Merchant Mariner Document Licensing.
PSI
has been providing personnel security support to the
USCG since 2002; when the Merchant Mariner Credentialing
program was originally brought to Arlington, Virginia
to standardize and centralize the process of screening
and evaluating Merchant Mariner Documents for Credentials
and Licenses. PSI
has since assessed the operational and security process
and provided critical assistance and feedback to the
USCG to refine and perform the process with optimum
accuracy and efficiency. PSI
developed key elements designed to improve and streamline
the screening and investigation processes, and developed
and implemented a Quality Management Program to ensure
the accuracy of each recommendation.
Additionally, PSI
recently completed a surge requirement to thoroughly
and accurately review license holder renewals, with
existing derogatory information, and determine the continued
suitability of each Mariner. This formidable task, to
complete over 13,000 cases within a 6 month period,
was successfully completed on time and under budget.
Based on PSI's
demonstrated success, PSI
was awarded the new task to process individuals for
Merchant Mariner Documents and Licenses. |
